The Oxfam Confederation is made up of 17 Oxfam affiliates (including Oxfam GB) working across 92 countries. In 2009, all Oxfam affiliates decided to work more closely together as a global movement for change. Oxfam GB has been working in South Sudan since 1983. We aim to overcome poverty and inequality through the most effective, appropriate and enduring solutions. Oxfam’s institutional mandate is therefore threefold; development work, emergency humanitarian relief work & policy advocacy work. Oxfam South Sudan is currently implementing humanitarian response programs and Development Programmes in different parts of the country.

Oxfam now seeks to recruit for a Programme Quality Coordinator to help improve effectiveness of Oxfam Country programme and impact on poverty through the provision of coherent and coordinated support.

The Role

The Programme Quality Coordinator will work with programme teams on their strategic plans for the programme and ensure quality programming, delivery and learning based on evidence of impact at the field level. You will coordinate and produce key learning documents in country, including managing research, study and other reviews and evaluations. You will maintain oversight for the quality of the work and accountability mechanisms in the field and in Juba, working together with the technical team; support senior managers in delivering their responsibility for the quality of the work and strong accountability in the field and in Juba. You will lead and coordinate on donor reports and ensure project quality and reporting deadlines are met. You will monitor programme quality strategy for South Sudan programme and strengthen the linkages between humanitarian and development programming; acknowledge the flexibility required between the two departments. You will coordinate and engage with Monitoring, Evaluation And Learning officers and link the program MEAL work with larger organisational strategy. You will ensure the project teams and relevant staff know and use the Programme Quality concepts and tools. Additionally, you will provide support to the project teams in designing a monitoring and evaluation framework, accountability and learning tools, conducting field Programme Quality exercise and data management and analysis.

The Person

To be successful, you must have a degree in relevant field and substantial experience of development and humanitarian emergency work in an International Organisation with an understanding of Livelihoods, Resilience, WASH, EFSL, Protection, and gender needs. You will have experience of being accountable to donors and to the programmes for accountability and quality programming You will have strong interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff. You will have experience on program cycle management and research and evaluations.

Background:

The mission of WFP is to end global hunger ensuring that the poorest and most vulnerable, particularly women and children, can access nutritious food in the quantity and quality needed to lead healthy lives. WFP’s current Strategic Plan and the preceding Plans outline the associated goals of reducing risk and vulnerability to shocks, breaking the cycle of hunger, and achieving sustainable food security and nutrition, which are in line with the United Nations Secretary-General’s Zero Hunger Challenge. WFP pursues its mission of eradicating hunger using two approaches: by providing direct food assistance when national capacity is missing or inadequate; and by strengthening national capacity for hunger governance.

Hunger Governance is defined as the obligation of nations to their citizens to guarantee freedom from hunger, undernutrition and harm caused by disasters, through a broad process of formulating and managing public policy to guarantee citizens the right to food and economic opportunities and creating enduring institutions to promote coordination and cooperation to achieve the desirable, positive-sum, outcomes of protecting the lives as well as improving the well-being of citizens. In addition to the Strategic Plan, WFP policies on capacity development, safety nets, and disaster risk reduction emphasize strengthening partnerships and developing national capacity to reduce and eliminate hunger. As WFP engages more strategically with capacity development, it is time now to better understand what the commitment entails, what constitutes capacity strengthening interventions, and how to measure progress – defining the starting points and what our end goals will be.

In the context of WFP Sudan’s transitioning of programme activities from emergency operations to relief and early recovery in 2015, in-depth knowledge of cooperating partners and government counterpart capacity in planning, implementing and reporting on such activities has historically proven to be a challenge. As such, WFP’s Executive Board has recommended that WFP Sudan pursue a national Capacity Gaps and Needs Assessment to understand national capacity building needs and draw up a strategy to implement the recommendations, after which WFP’s on-going Protracted Relief and Recovery Operation (PRRO 200808) would be adjusted to incorporate a dedicated national capacity development and augmentation budget element.

Following this recommendation, WFP and UNICEF has initiated a capacity gap and needs assessment in December 2015 that assesses hunger governance, response and local capacity, among other items. Following the results to be available in January, a dedicated expert would be required to follow up on the preliminary results and conducting desk reviews with key government ministries and national partners to have this translated to into activities and implemented in a variety of operational contexts reflecting differing stages of national capacity to combat hunger. The results would also be reflected as a critical element in the WFP-supported National Strategic Review process, as a first step to WFP’s 5-year Sudan Country Strategic Plan to be finalized tentatively by the end of 2016.

Supervision:

The Consultant will be liaising primarily with the Head of M&E and Performance Management Unit, under the overall supervision of the Head of Programme.

Responsibilities:

· Conduct a desk review of the data generated from the WFP-UNICEF questionnaire (February).

· Conduct a desk review of relevant self-capacity gap analysis of relevant ministries (February).

· Facilitating a government-driven process, liaise with WFP’s key government ministry counterparts and cooperating partners to follow up on self-analysis and questionnaire above to identify areas for capacity building elements and possible WFP intervention within the overall framework of WFP’s mandate, policies and strategic priorities in Sudan (February).

· Facilitate the process on setting up a technical team (government, WFP, other relevant partners) to arrive at a baseline to make decisions on capacity development priorities and interventions under the PRRO and the Country Strategic Plan process, as well as corresponding indicators to measure progress against a baseline (with the relevant methodology), and validate through an internal workshop. (February-March).

· Prepare for and facilitate a validation workshop of findings, baseline and indicators and WFP’s plan of action with key government counterparts and national partners (April).

· Draft a final report highlighting of national institutional, policy and programmatic capacity and gaps, as well as possible WFP intervention entry points, to feed into Strategic Review process for WFP’s Sudan Country Strategic Plan (April).

· Following the above, work with the WFP country office and area offices to propose a feasible budget to cover WFP capacity development and augmentation activities for national entities (April-May).

· Building on the above, carry out a rapid WFP Country Office capacity assessment and gaps analysis as relevant to delivering against the above country capacity strengthening proposal (April-May)

· Perform other related duties as required.

Deliverables:

· Final report highlighting of national institutional, policy and programmatic capacity and gaps, indicators, as well as possible WFP intervention entry points, to feed into Strategic Review process for WFP’s Sudan Country Strategic Plan (March-April).

· Budget and implementation/action plan for the above

Education:

· Masters degree in Policy, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses as described below.

Desired work experiences:

· At least 5 years of postgraduate progressively responsible professional experience in international humanitarian or development work or other related fields, including at least a few years of direct experience related to country capacity strengthening and related capacity assessment and gaps analysis in challenging/fragile contexts.

Capabilities/Technical Skills & Knowledge

· Knowledge of key country capacity strengthening concepts and principles relevant to humanitarian/emergency contexts.

· Knowledge of effective models for country capacity strengthening and knowledge transfer.

· Experience working on and/or reviewing national policies and institutional structures.

· Experience in establishing contacts and liaising with partner organisations/companies.

Context

Oxfam International and its 17 affiliates worldwide have embarked on an ambitious ‘Vision2020’ strategic change process, building on all changes in the past few years. The changes are expected to have a profound impact on much of our work on the ground and globally, as well as on the way we organise ourselves, our structures, staff and relationships with other stakeholders. In the Horn, East & Central Africa (HECA) region, a Regional Transition Group (RTG) coordinates this process led by a fulltime chair and comprised of key Oxfam affiliates in the region.

Objective of the position

This Vision2020 change process requires change management capacity, both at country and regional level in HECA. We are looking for an experienced and senior change manager who works directly with the Regional Transition Group at Regional level, and who is able to support country change processes too.

Main tasks

· To define the change management component of the Vision2020 change process in HECA, especially regarding the provision of support to Oxfam leaders in the region. This includes: the methodological approach, objectives and results to be achieved, risks and recommendations to mitigate them, the communication plan.

· To support the RTG in HECA and, when appointed, the Oxfam Regional Director in monitoring and coordinating the global implementation of 2020 in the region.

· To have a global view of the changes to be implemented in the region as part of the process and to ensure that the changes agreed in the countries and at regional level are implemented over the next two years, taking into account the interrelationship of the different elements (technology, systems, programme strategies) in the countries.

Main requirements

· A master’s degree in any related field.

· Extensive knowledge and experience of change management (principles, methodology, etc.), risk management and communication strategies.

· People-oriented: a facilitator, mediator, team-builder, and you are able to put forward and find solutions and proposals for action, strong coordination skills and proven ability to work in matrix teams, ability to influence.

· Hands-on change management experience.

South Sudan: To develop and deliver a training programme for child protection professionals, to equip them to adapt standard child protection approaches to support

Background

The conflict that began in December 2013 in South Sudan continues to affect the lives of millions of people; violence is widespread and human rights violations and abuses are commonplace. There have been a number of commitments made to end the recruitment and use of children, including assurances to the SRSG for Children Affected by Armed Conflict by both sides in 2014; the launch of the #ChildrenNOTsoldiers campaign and more recently, the signed Peace Agreement, dated 16 August 2015. This agreement calls for the immediate release of all children by all parties. Whilst the Peace Agreement calls for their immediate release, timelines have not been further articulated and the possible release locations are yet to be announced. Regardless of the numbers, locations and timeframes, a comprehensive package of reintegration assistance will be required; including family reunification, food assistance, essential non-food items, on-going psychosocial support, prevention and response to Gender Based Violence (GBV), education and life skills support. Based on past experience in South Sudan and global understanding, long term community based support will be required to prevent re-recruitment.

It is not known how many children are currently associated with armed forces and groups, but UNICEF estimates that between 15,000 and 16,000 children have been used since December 2013, by all sides to the conflict. This includes children from all States and if released, will require a large scale, coordinated response by members of the Child Protection Sub-Cluster, many of whom have not participated in release and reintegration programming before.

  1. Purpose of consultancy

UNICEF South Sudan Country Office wishes to engage the services of an institution to develop and deliver a preliminary training programme for child protection professionals, who do not have a specific background in release and reintegration programming. This training is designed to support these professionals to adapt their current child protection programmes to accommodate the specific needs of children who are associated with armed forces and armed groups. It is also expected that this cadre will have increased knowledge and skills to rapidly scale up child protection programmes, as necessary, to respond to releases of children (possibly at short notice).

It is recognized that not all skills can be transferred during this brief training, however, participants should complete the training with an understanding of what released children are likely to need, in terms of care and support, and the programmatic considerations that are required when designing and rolling out their programmes.

  1. Scope

The training is expected to cover the following areas:

a. Mapping a local context and designing a release and reintegration package of services that is age appropriate

b. Establishing a temporary care centre, where released children can receive interim care for a period of up to 3 months

c. Developing and delivering psychosocial support programmes in the interim care centre (covering the full continuum of basic recreation to specialized care)

d. Developing and delivering a family tracing and reunification service, including finding and assessing families and providing ongoing follow up and case management support

e. Developing and delivering innovative early economic reintegration services (specifically the provision and maintenance of livestock and/or agricultural assets).

The training should be, to the extent possible, guided by international good practice guidelines, including the Paris Principles; local guidelines (such as the national Child DDR Strategy) and recent local experience in the Greater Pibor Administrative Area (including the Release and Reintegration Strategy). Specific Tasks

  1. Produce a training programme, in collaboration with the UNICEF Child Protection (CAAFAG) Specialist (who will be available to work full time with the team to provide ongoing guidance and support). The final training programme is to be cleared by UNICEF (within first week of assignment).

  2. Deliver 4 x 1 week (6 day) training programmes.

  3. Prepare a final training programme (based on lessons learned and adaptations which are made over the course of the 4 week training), and provide all soft copies of presentations and training materials to UNICEF.

Tentative Time frame:

Institution will be identified by 20 January 2016.

Contract to commence on 01 February and conclude by 7 March 2016.

Methodology

  1. The first week will be spent at in Juba, preparing and finalizing a one-week training programme based on the scope outlined above. A UNICEF Child Protection (CAAFAG) Specialist will be available to provide ongoing support throughout this week, reviewing and approving content; and providing additional technical support as required. Final programme to be approved by UNICEF at the end of this week.

  2. Four one-week training programmes will be delivered (6 days each). UNICEF will arrange for the venue and transportation of participants.

  3. Training materials revised throughout the process and final versions to be submitted and presented to UNICEF in soft copy.

Expected Deliverables

  1. Training programme and materials developed and approved by UNICEF within first week of assignment.

  2. 4 x 1 week training programmes delivered (6 days each).

  3. Final training programme and materials submitted to UNICEF in soft copy (final day of contract).

All deliverables are expected to be completed and delivered in Juba, South Sudan.

Reporting

The contracting institution will report to the Chief of Child Protection or their delegate.

Expected background and Experience

UNICEF is looking for an experienced team of up to three persons in an appropriate mix of national and international, which meets the following criteria:

• The team leader should possess a minimum of 10 years’ experience in related release and reintegration programming

• The team should possess experience to cover the full scope of the training programme outlined above

• Experience in the development and delivery of training programmes

• Experience working in resource-poor countries and/or in a difficult implementation environment is required.

• Familiarity with the history of Sudan and South Sudan in particular is an advantage.

• Previous work experience with UNICEF is an advantage.

OTHER REQUIREMENTS AND PLANNING ASSUMPTIONS

· The full training team is expected to be in-country throughout the consultancy.

· The training team will be expected to arrange their own work environment for the development and updating of the training programme, internet access, accommodation and transportation whilst in Juba.

· UNICEF cover the costs and logistics of printing and consolidating all handouts, provided that these are shared with UNICEF 24 hours in advance.

· UNICEF cover the costs and logistics of the venue; identify the participants and where necessary, cover and arrange the transportation and allowances of participants.

EVALUATION CRITERIA

Evaluation of the proposals received will focus on the following elements.

A.Technical component (60%)

  1. Proven understanding of; experience in; and capacity to develop and deliver similar training programmes

  2. Team comprises of a suitable Team Leader and a suitable team, with clear evidence of experience in the key training areas outlined in Scope above

  3. A detailed work plan with timelines and responsibilities delegated across the team.

  4. Explicit confirmation and willingness to be available to start 01 February and remain in-country throughout the consultancy.

  5. The quality of previous work.

B.Financial component (40%)

Costing commensurate with a modestly funded UNICEF Country Programme.

BUDGET AND PAYMENT

Interested institutions are requested to include in their submission a narrative section including CVs of team leader and team members, and detailed costs including separate budget lines for the following:

  1. Daily rate, broken down by team members and their number of days
  2. Expenses associated with travel to and within Juba; internet and accommodation
  3. Expenses associated with office space
  4. Any additional requirements needed to complete the project or that might have an impact on cost or delivery of the products.

Institutions may propose different cost scenarios and different payment schedule to the one below, which will be considered during the assessment of the proposals.

Payment is contingent upon approval of the supervisor and will be made in three (3) installments:

  • 30% upon receipt of first deliverable (training programme and materials).

  • 30% upon successful completion of 2 training workshops.

  • 40% upon successful completion of a further 2 training workshops acceptance of the final training materials.

Institution will be required to pre-finance own travel and associated costs until first deliverable is provided.

CONDITIONS

Official Travel

• If the contracted institution is located outside South Sudan, it is expected that the training team will have team members inside the country. UNICEF will facilitate the visa application process, but will not cover expenses related to it. Budget proposal should include any international travel, with the most economical and direct option.

• Consultants are expected to have the appropriate insurance coverage for a volatile work environment.

Work environment and materials

• The consultants are expected to bring and/or supply their own work materials, such as laptops, print material etc.

• UNICEF office space is limited, and UNICEF office may not be able to accommodate consultants, who may be expected to work from home/hotel etc. and this should be factored into the budget.

Full proposals should be submitted in ENGLISH and must be received not later 12/01/2016 at 02:00 pm in three (**03**) original copies, duly signed and dated. Bidders must submit a sealed proposal, with two separate sealed envelopes inside for a) the Technical Proposal and b) the Price Proposal.

UNICEF will accept no responsibility for the premature opening of a proposal not properly addressed or identified. Any delays encountered in the mail delivery will be at the risk of the bidder.

Offers delivered at a different address or in a different form than prescribed in this RFP, or which do not respect the required confidentiality, or received after the designated time and date, will be rejected.

All references to descriptive materials should be included in the appropriate response paragraph, though the material/documents themselves may be provided as annexes to the proposal/response.

The bidder must also provide sufficient information in the proposal to address each area of the Proposal Evaluation contained in 1.10 to allow the evaluation team to make a fair assessment of the candidates and their proposal.

1.6 BIDDER RESPONSE

1.6.1 Formal submission requirements

The formal submission requirements as outlined in this Request for Proposal must be followed, e.g. regarding form and timing of submission, marking of the envelopes, no price information in the technical proposal, etc.

1.6.2 Bid Form

The completed and signed bid form must be submitted together with the proposal.

1.6.3 Mandatory criteria

All mandatory (i.e. must/have to/shall/should) criteria mentioned throughout this Request for Proposal have to be addressed and met in your proposal.

1.6.4 Technical Proposal

The technical proposal should address all aspects and criteria outlined in this Request for Proposal, especially in its statement of work, terms of reference and paragraph 1.10 of this Request for Proposal. However, all these requirements represent a wish list from UNICEF. The bidders are free to suggest/ propose any other solution. UNICEF welcomes new ideas and innovative approaches.

1.7 CONFIDENTIAL INFORMATION

Information, which the bidder considers proprietary, should be clearly marked "proprietary", if any, next to the relevant part of the text, and UNICEF will treat such information accordingly.

1.8 RIGHTS OF UNICEF

UNICEF reserves the right to accept any proposal, in whole or in part; or, to reject any or all proposals.

UNICEF reserves the right to invalidate any Proposal received from a Bidder who has previously failed to perform properly or complete contracts on time, or a Proposal received from a Bidder who, in the opinion of UNICEF, is not in a position to perform the contract. UNICEF shall not be held responsible for any cost incurred by the Bidder in preparing the response to this Request for Proposal. The Bidder agrees to be bound by the decision of UNICEF as to whether her/his proposal meets the requirements stated in this Request for Proposal. Specifically, UNICEF reserves the right to:

  • contact any or all references supplied by the bidder(s);

  • request additional supporting or supplementary data (from the bidder(s));

1.9 PROPOSAL OPENING

Proposals will be opened at 03:30 pm on12/01/2016 at UNICEF, South Sudan - Juba Office.

1.10 PROPOSAL EVALUATION

After the public opening, each proposal will be assessed first on its technical merits and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. UNICEF will set up an evaluation panel composed of technical UNICEF staff and their conclusions will be forwarded to the internal UNICEF Contracts Review Committee.

The evaluation panel will first evaluate each response for compliance with the requirements of this RFP. Responses deemed not to meet all of the mandatory requirements will be considered non-compliant and rejected at this stage without further consideration. Failure to comply with any of the terms and conditions contained in this RFP, including provision of all required information, may result in a response or proposal being disqualified from further consideration.

1.11 PROPERTY OF UNICEF

This RFP, along with any responses there to, shall be considered the property of UNICEF and the proposals will not be returned to their originators. In submitting this proposal the bidder will accept the decision of UNICEF as to whether the proposal meets the requirements stated in this RFP.

1.12 VALIDITY

Proposal must be valid for a minimum of ninety (90) days from the date of opening of this RFP and must be signed by all candidates included in the submission. For proposals from institutions, the proposal must also be signed by an authorised representative of the institution. Bidders are requested to indicate the validity period of their proposal in the Proposal Form. UNICEF may also request for an extension of the validity of the proposal.

JOB CONTEXT:

Handicap International (HI) has been present in South Sudan since 2006, implementing Emergency and Development programs aimed at protecting and promoting the rights of persons with disability and other vulnerable groups in the country. On 15 December 2013, violence broke out in South Sudan’scapital Juba, quickly spreading to Jonglei, Unity and Upper Nile states. Despite different cessation of hostilities agreements, 23months into the crisis conflict between government and opposition forces continue and negotiations are now stalled. As a result, tens of thousands of civilians have been killed, up to 1.5 million have been internally displaced and additional half million have sought refuge in neighboring countries and infrastructures have been destroyed, plunging the country into a severe humanitarian crisis.

Following the violence that erupted in the young country, HI is currently focusing its emergency response on addressing the needs of the most vulnerable. HI is mainly targeting persons the most at risk of exclusion of humanitarian aid via a large system of identification, direct support and referral: persons limited in their autonomy due to a physical, sensorial or intellectual impairment (adults, children), Isolated persons like children or women head of household, with special attention to isolated women with children (disabled or not), elder people isolated or within the family, pregnant and lactating women, persons with chronic disease.

JOB DESCRIPTION:

Under the responsibility of the Emergency coordinator and in close cooperation with the rest of the HI team and related advisors, your main responsibilities are:

  • To ensure the elaboration, the monitoring of the activities including quality monitoring, and using the appropriate HI guidelines and technical tools and following the donor requirements.
  • To ensure a smooth co-ordination mechanism between the project’s components under your responsibility and the other project potentially developed by HI within the country and mainly with the emergency team.
  • To take actively part in the hiring of the project teams (job description, network identification, technical interviews, etc.)
  • To properly manage the team under your responsibility, including regular meeting and guidance, development of individual plans of action when necessary

JOB ENVIRONMENT:

Juba is the capital of South Sudan and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accomodation in Juba is simple but comfortable.

Since the recent crisis, a temporary security level 3 has been established for the H.I mission with restrictions of movments and a curfew in Juba. This level could be updated in these next weeks.

JOB RESPONSIBILITIES: To ensure program’s strategic objectives and results are fully accomplished on time and meet expected technical quality standards, the Program Manager must:

Leadership and Representation

  1. Provide strategic vision and leadership to the CRS project team and partner leadership
  2. Serve as primary point of contact and collaboration for key in-country stakeholders, including the Government of Sudan (GoS).

Program Quality and Management

South Sudan: Emergency Women's Protection and Empowerment Manager

BACKGROUND:

International Rescue Committee (IRC) has been operating in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei, Central Equatoria and Eastern Equatoria States. In mid December 2013, armed conflict broke out in Juba between government and opposition forces. Fighting quickly spread to other states in South Sudan, and the escalating violence has trapped thousands of civilians in Juba, as well as in Unity, Lakes, Upper Nile, and Jonglei States. UN OCHA estimates that m ore than 2.3 million people have fled their homes, with over 1.66 million displaced inside South Sudan and 643,828 refugees in neighboring countries. More than 179,000 have sought refuge in UNMISS Protection of Civilian (PoC) bases across the country, which continues to experience influxes of internally displaced persons (IDPs) due to renewed violence and insecurity. Over 90% of those displaced are outside PoCs and many are not receiving regular humanitarian aid. Many are located in areas where fluctuating security limits humanitarian access. The dispersed nature of the crisis presents a serious challenge in terms of service provision and IDPs are scattered across many locations. Sexual violence and other forms of gender-based violence (GBV) against women and girls is widespread and one of the conflict’s largest crises. The lack of protection and response interventions that can adequately meet the rapidly growing numbers and needs of displaced women and girls remains a significant challenge. As the crisis continues to unfold, IRC has been responding to the needs of women and girls through its Women’s Protection and Empowerment (WPE) emergency response providing life-saving services in Juba - Central Equatorial, Unity and Lakes States.

The IRC is seeking an Emergency Women’s Protection and Empowerment Manager to support the implementation of a DFID and OFDA grant to support existing emergency GBV programming responses in Unity State.

SCOPE OF WORK:

The Emergency WPE Manager will lead IRC’s GBV emergency response programming in new and existing locations in Bentiu area, Unity State and ensure that all programming is implemented in line with IRC’s GBV Emergency Response Model. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff capacity to provide direct support to women and girls and GBV survivors, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.

The position will be based in Bentiu, Rubkona County and reports directly to the Field Coordinator. Technical support is provided through the WPE Coordinator.

KEY RESPONSIBILITIES:

Technical Quality

  • Provide technical guidance, oversight and support to WPE emergency interventions in Bentiu surrounding areas and the Bentiu PoC site in Unity State to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in emergencies.
  • Lead the start up of IRC WPE programming in new locations in Unity State through static services and mobile teams to target hard to reach populations.
  • Lead trainings on GBV case management, GBV emergency response and preparedness, Clinical Care for Sexual Assault Survivors for staff and partners.
  • Lead GBV assessments to identify patterns and risks of GBV and assess gaps to inform responses.
  • Oversee the implementation of IRC’s emergency programming in Bentiu and surrounding area in Unity State to ensure it meets GBV best practice and adapts IRC GBV Emergency Response model to the South Sudan context.
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy.
  • Lead in the development of psychosocial interventions at the safe spaces that promote coping, resilience and strengthen supportive networks among women and girls
  • Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming.

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Directly supervise the WPE Officer and hold regular performance reviews.
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
  • Assist with the recruitment of WPE staff, in coordination with HR and senior management.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

Grant Management

  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.

JOB REQUIREMENTS:

  • Master’s degree in Social Sciences, gender studies, Public health, social work, humanities or other related discipline.

GENERAL FUNCTIONS

The candidate to the post will be responsible for undertaking the following tasks and deliverables, and reporting to the Project Manager: The scope of the assignment will include the following specific tasks:

§ Monitor the status and progress of project implementation based on the indicators, Logical Framework and Results Framework and the M&E Plan.

§ Develop an M&E plan capable of continuous observation, data collection and analysis, communication and reporting, and data and information storage.

§ Facilitate and lead surveys and studies, including those needed in support of on-going evaluation, MTR and other review processes.

§ Liaise with and agree with stakeholders in each output within localities and, the respective reporting, monitoring and data collection needs and obligations.

§ Develop methodologies for data collection.

§ Develop clear and user-friendly data collection and reporting formats in collaboration with project counterparts, and provide training to NRC members in data collection.

§ Compile data, information and reports for 3 project outputs, analyse data to compute the status of selected indicators and provide feedback to project management and project counterparts on the progress of implementation and of any suggestions to modify schedules, strategies and objectives.

§ Organize of workshops, training and meetings as planned.

§ Prepare a training plan and provide technical backstopping on results-based M&E.

§ Take responsibility for other M&E related tasks assigned by the Project Manager.

§ Responsible for organizing project technical files and documentation in El Daein.

§ Represent our client at project meetings on the guidance of the Project Manager.

ESSENTIAL EXPERIENCE

Education:

§ Minimum BSC/BA in a relevant field is required. Master’s degree in related field is an advantage.

Work Experience:

§ Experience in carrying out staff capacity building and training is desirable.

§ Work experience in conflict areas with challenging Government institutional environment similar to Darfur situation is needed.

§ The M&E Associate will have an academic background in agriculture, economics, development, engineering, Health or related fields, with specialized training in monitoring and evaluation. Minimum requirements would be a BSC/BA with 5 years’ experience, of which at least three years should be spent on monitoring and evaluation of projects/ programs. Through the funding of UNFPA International Medical Corps will be able to train 150 enrolled midwifery students and 80 bridge-year midwifery students at the National Health Training Institute in Kajo Keji and the National Midwifery School in Wau and 175 graduates at Juba over a period of five years (2012-16).

JOB SUMMARY

The nursing tutor will be responsible for the preparation and delivery of theoretical and practical training for JCONAM Midwifery students.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Prepare lessons and conduct theoretical and practical training of students in classroom and in clinical areas.
  • Teach the required knowledge, skills and attitudes to the students of midwifery diploma programs, according to the national curricula, using a variety of teaching methods.
  • Prepare handoutsfor teaching sessions for the students
  • Plan clinical instruction based upon approved syllabus/outline to ensure course content is covered and all learning objectives are met.
  • Attend the clinical settings, together with students, teach the required skills and supervise students while practicing.

PROGRAM BACKGROUND

JOB SUMMARY

International Medical Corps currently runs a comprehensive, health, GBV, nutrition, reproductive health and mental health program in Akobo County. The Site Manager is responsible for overall management of this large scale, fast moving program in an environment often presents security challenges. The position is involved with care, management and development of human, fiscal and other resources entrusted to the project site. S/he is also expected to play an active role and contribute to the expansion of program portfolio through initiation of concept papers, development of project proposals and lead the start-up processes for the new projects. Donor relations, security management, networking and coordination among the stake-holders are also part of the job responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities of this position include but are not limited to the following:

Leadership

  • Lead, manage and coordinate International Medical Corps’ programs in Maban

Staff Management / HR

Job Summary / Responsibilities:

Manage overall education and community engagement technical program unit work and provide expertise on the expansion of equitable education services, community engagement, psychosocial, emergency preparedness, well-being and sustainability. Manage the unit and provide guidance to staff and partners in the Region and in County offices. Implement and monitor technical initiatives. Work with communities, education offices (payam and county) and partners to maximize local capacity.

This position will be based in Juba, South Sudan and reports through Room to Learn Deputy Project Director for Programs to the Project Director.

  • Overall management and implementation of education and community engagement program activities. Qualification

· Minimum 5 years in finance and accounting role with at least 3 years in internal or external audit experience.

4.Job Title: Human Resource Manager

Location:Juba, with periodic visits to the field offices.

Job Summary

Under the overall leadership of the Country Director, the Human Resource Manager will be in charge of managing all HR related functions in South Sudan. S/he will be responsible to ensure satisfactory delivery of HR services in line with approved policies and/ or budgeting the Country. S/he will work closely with the Country Director, Head of Finance, Head of Operations, Head of Programme, Head of Humanitarian, Field/ Area Coordinators and all programme and programme supports team to ensure performance management is conducted professionally and timely and the institution’s HR policies and procedures are upheld.

Qualification

· Education: Bachelor and/ or Master Degree in Human Resource Management/ Development, Public or Business Administration, Psychology or relevant Social Science Field

· Minimum 5 years of experience in a similar position within UN/ NGO and other organisations with a minimal 300 staff.

· Excellent knowledge, understanding and experience in performance management, recruitment and other core HR functions

· Excellent inter-personal and communication skills. Computer literate with ability to use Microsoft Office packages

Job Summary

Under the overall leadership of the Country Director and Head of Programmes, the M & E Manager will be responsible to provide leadership in developing overseeing implementation of M&E systems and mechanisms responsible for the effective performance of the project. S/he will be responsible for establishing and managing a robust monitoring, and evaluation system, guide baseline assessment and research with well-defined results, milestones and targets for the implementation of donor-funded programs and projects. S/he will work closely with the Country Director, Head of Finance, Head of Operations, Head of Programme, Head of Humanitarian, Field/ Area Coordinators and all programme and programme supports team to ensure M&E is conducted professionally and timely and the M&E system procedures are rolled out and implemented.

Qualification

· Education: Bachelor’s and/ or Master’s Degree in Social Sciences such as Economics, Statistics, Project Management, Business/Public Administration, Civil Engineering or relevant fields.

· At least 7 years of progressively responsible experience in monitoring evaluation, and research in the public or private sector, preferably related to urban development. Experience within UN/NGO and in South Sudan is particularly desirable.

· Demonstrated experience in project planning, monitoring and evaluation in a donor funded project is highly desirable.

· Strong and excellent analytical and interpersonal skills along with strong organizational ability to obtain, analyse and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences and provide solid analysis leading to sound decision-making.

· Excellent interpersonal and team working skills and a high degree of computer literacy are preferred.

6.Job Title: Deputy Head of FSL (Food Security & Livelihoods).

Job Summary

Under the leadership of the Head of Programmes, the Deputy Head of FSL will support the Head of FSL in providing leadership to the FSL sector teams in the country and oversight and guidance in planning, implementation, monitoring and evaluation of Health sector programmes/ projects in the project areas in the Country.In collaboration with the Head of FLS, s/he will support resources mobilization initiatives and take lead in preparing all donor and other program me reports for review and finalization and ensure it is of high quality and submitted timely. S/he will be expected to contribute to developing and implementing capacity building interventions in the counties of operation and to promoting trust amongst all key stakeholders including donors and governments officials at all (County, State and National) levels. Together with, or in the absence of the Sector Head, represent AAH at all bilateral and Coordination meetings.

Qualification

· Education: Bachelor and/ or Master Degree in Agriculture, Agronomy, Animal Health, Agriculture Economics, Rural Development or a related discipline desired

· Minimum 4 years of experience in managing food security and livelihoods programmes in conflict and/or post conflict situations or similar contexts. Relevant experience in South Sudan is particularly desirable.

Qualification

· Diploma in Information and Technology, Computer Science, Business Computing from a recognized university.

· Certificate in computer professional courses such as CCNA & CCNP.

  3. Ensure that the whole team works in line with the strategies and guidelines produced by the CCCM Cluster, and that all relevant members of the CCCM Cluster Team participate in the definition of strategic documents and key decisions.

  4. Act as CCCM grants manager in disbursing funds to partners in South Sudan.

  5. Keep up to date records on location of CCCM staff and statistics. Support needs assessment and analysis, ensuring beneficiary participation including adequate attention given to the needs and challenges by gender and of vulnerable groups.

  6. Develop and enhance the SOPs, TORs, Maps, documents of the Cluster. Support the development of a robust cluster.

  7. Work closely with DTM (Info Management) on all outputs and ensure that all inputs are being gathered from the field.

  8. Submit updates and relevant documents to OCHA, the Global Cluster and IOM Public Information Office on weekly CCCM activities in South Sudan.

  9. Assist the cluster’s and other partners’ capacity building activities and travel to locations with lead CCCM trainer and give trainings on Global CCCM materials. Adapt and work closely with the lead trainer to develop training support for all cluster members.

  10. Adhoc travel to the field in a surge capacity to participate in assessments on behalf of IOM and the CCCM Cluster or cover IOM CCCM State Focal Point positions.

You will have strong management skills with the ability to manage and motivate teams in difficult environments.
